Tole Style
Do i need African textured hair to get dreadlocks like this?

No you can get dreads like that it will just take you a little extra work.
The fastest way for looser texture's hair to develop dreads like that is to use either the back comb crochet needle method (on youtube a user named "skillteacher" has great very detailed tutorials on this process)
Also the dread perm method which must be done very carefully preferably by a professional unless you can find exact directions online and have experience with ammonium thiogloclate chemical procedures. Basically the hair is back combed & palm rolled then natural thin twine is tied/twisted around each dread then a traditional perm solution (any cold permanent wave containing an ammonium compound will work but the milder the better) set on the size of roller/perm rods you want then rinse and undo the twine/rods as usual.
They come out very tight and neat but the procedure does damage the hair slightly i wouldn't recommend trying to comb out dreads started or maintained with this method.
